Federal Funding Disclosure (Stevens Amendment)
The Stevens Amendment is a federal law found in H.R. 6157 that requires funding information to be included on all projects or programs using federal funds. It is intended to provide transparency for taxpayers and ensure federally funded research and work are properly credited.
This web page lists how the Workforce Development Board of Solano County (WDB) uses federal grant money to fund its work.
The WIOA Programs are fully funded by grant awards from the California Employment Development Department (EDD) using Department of Labor funding, which provides 100% of the total program funding. In FY2023-24, the WDB has budgeted the following amounts:
- WIOA Adult – $1,133,204
- WIOA Dislocated Worker – $1,171,143
- WIOA Youth – $1,214,843
- WIOA Rapid Response – $178,527
- WIOA Layoff Aversion – $29,625
The CNA Upskilling Program is funded by WIOA Adult Governor’s Discretionary Funding totaling $250,000 from the Department of Labor as a pass-through from the California Workforce Development Board, funded 100% by federal sources.
The Solano County Workforce and Small Business Programs are funded by the County of Solano using American Rescue Plan Act (ARPA) funding totaling $7,041,455 from the Department of Treasury, funded 100% by federal sources.
The Regional Implementation 4.0 project is funded by WIOA Adult Governor’s Discretionary Funding totaling $105,198 from the Department of Labor as a pass-through from the Sonoma Workforce Investment Board, funded 100% by federal sources.
The Regional Implementation 5.0 project is funded by WIOA Governor’s Discretionary Funding totaling $131,250 from the Department of Labor as a pass-through from the California Workforce Development Board, funded 100% by federal sources.
