Federal Funding Disclosure (Stevens Amendment)
The Stevens Amendment is a federal law found in H.R. 6157 that requires funding information to be included on all projects or programs using federal funds. It is intended to provide transparency for taxpayers and ensure federally funded research and work are properly credited.
In addition to federal grants, the Workforce Development Board of Solano County (WDB) also receives funding through state and local programs. While the Stevens Amendment does not apply to non-federal initiatives, the WDB provides the same level of disclosure to ensure clarity and transparency regarding the use of all public funds.
This webpage lists how the WDB uses federal, state, and local grant funding to support its programs and services.
The WIOA Programs are fully funded by grant awards from the California Employment Development Department (EDD) using Department of Labor funding, which provides 100% of the total program funding.
In FY2024-25, the WDB has budgeted the following amounts:
- WIOA Adult – $1,402,577
- WIOA Dislocated Worker – $1,246,426
- WIOA Youth – $1,503,140
- WIOA Rapid Response – $126,458
- WIOA Layoff Aversion – $37,189
In FY2025-26, the WDB has budgeted (preliminary) the following amounts pending final allocations:
- WIOA Adult – $1,148,278
- WIOA Dislocated Worker – $1,162,297
- WIOA Youth – $1,605,648
- WIOA Rapid Response – $126,458
- WIOA Layoff Aversion – $37,189
Expanding Flexible Apprenticeship in California (EFAC)
This program is funded by South Bay Workforce Investment Board totaling $25,000 through a grant provided by Department of Labor, in which 100% of this project is federally funded.
American Rescue Plan Act (ARPA)
The Solano County Workforce and Small Business Programs are funded by the County of Solano using ARPA funding totaling $7,041,455 from the Department of Treasury, funded 100% by federal sources.
Helping Justice-Involved Reenter Employment (HIRE) Initiative
This project is funded by the State of Caliofrnia through the California Workforce Development Board (CWDB) as part of an award totaling $1,443,574, in which 100% of this project is state funded.
Prison to Employment (P2E) 2.0 – Regional Partnership & Technical Assistance
This project is funded by State of California through the California Workforce Development Board (CWDB) as part of an award totaling $443,305, in which 100% of this project is state funded.
Regional Equity & Recovery Partnerships (RERP)
This project is funded by State of California through the California Workforce Development Board (CWDB) as part of an award totaling $1,300,000, in which 100% of this project is state funded.
Department of Rehabilitation-America’s Job Centers of California (DOR-AJCC) Collaboration
This project is funded by the State of California through the Department of Rehabilitation (DOR), the Employment Development Department (EDD), and the California Workforce Development Board (CWDB) as part of an award totaling $501,850, in which 100% of this project is state funded.
