The Employment Development Department (EDD) and Solano Workforce Development Board (WDB) announced the funding award Friday, saying it will be used to support workers and businesses affected by the closures.
For decades, the towering fermentation tanks at the Anheuser-Busch brewery in Fairfield, the ship repair docks at Mare Island in Vallejo, and the Valero refinery in Benicia were fixtures of Solano County’s industrial landscape — providing thousands of jobs and anchoring the local economy. Together, their closures are expected to affect more than 1,000 workers across Solano County and hundreds more employed by local suppliers, logistics companies, and contractors that supported those facilities.
Now state and local leaders using federal funds are moving to help the region recover. The grant funding will be used by the WDB to provide job support, training, and recovery assistance for workers and businesses affected by the closures in Fairfield, Vallejo, and Benicia,
“I’m ecstatic,” said Fairfield Mayor Catherine “Cat” Moy on Friday. “We obviously lost a lot of jobs and … we have a lot of people in need of help from all of us.”
Of the total funding, approximately $3 million will support workers and businesses affected by the closure and relocation of the Valero refinery in Benicia. An additional $410,000 will support workers and businesses impacted by the recent closures of the Anheuser-Busch and the Mare Island Dry Dock.
“Solano County is grateful for the support and eager to assist our highly skilled workers as they transition into quality new jobs and careers,” said Dave Hubble President and Executive Director of the Solano WDB. “We remain committed to helping the workers and businesses affected by these closures find a strong path forward.”

🚢⚓ Workforce Opportunities Take Center Stage at Vallejo Roundtable!
Hosted by Solano County Supervisor Cassandra James, this recent District 1 Roundtable convened key regional leaders to discuss Solano County’s evolving workforce needs and future industry growth. A central focus of the conversation was advancing maritime careers and strengthening industry capacity in Vallejo. ⚓🌊
The Solano WDB and the Solano County Office of Education partnered to lead this important discussion, bringing education and industry together to align strategy, strengthen partnerships, and expand opportunity. 🤝🎓
Participants examined the current workforce landscape in Solano County and explored how Vallejo can continue building capacity in maritime and other high-demand sectors.
Momentum is building, and additional meetings are already planned to keep the progress moving forward.

Day at the Capitol is a vital forum where CWA members brief state legislators on regional workforce development initiatives. It gives workforce leaders the opportunity to connect directly with representatives from their home districts and discuss workforce trends, challenges, and opportunities across California.
